With over twenty-five years’ experience in resource management related positions, thirteen of those being in private practice, Vance is well trusted and recognised within the resource management industry.
Vance’s expertise is wide-ranging. His experience in the public sector has been broad, covering plan change processes, submissions to national standards/regulations/policy statements and regulatory matters. In private practice Vance regularly advises a range of clients on statutory planning documents and prepares land use, subdivision, coastal permit, water permit and discharge permit resource consent applications. Vance has a keen interest in activities within the rural environment. Clients appreciate Vance’s informed, incisive and honest advice to assist them in navigating through the ever changing and sometimes challenging resource management process.
The success of HPC is a reflection of Vance’s leadership, encouraging his small but enthusiastic team to collectively share skills, knowledge and learnings to ensure a practical and beneficial experience for each of their valued clients.
Monique Kimber
Planning Consultant

Monique joined HPC in March 2014 and brings over seventeen years’ experience, having provided planning input on a diverse range of projects in both public and private sectors within New Zealand and abroad.
She has wide-ranging professional experience enabling her to assist with all stages of a development project. Monique is driven to articulate planning advice in a clear and timely manner. From providing pre-development planning and project formulation advice, through to obtaining all necessary resource consents, including appearing at Council hearings as an expert witness, when necessary. Monique relishes working with clients and specialists to achieve a common goal.
Debra Bell
Planning Consultant

Debra joined HPC in 2017 after spending 22 years at Franklin District Council and then Auckland Council. Debra brings a wealth of experience to the team and has excellent working relationships with others in the local development sector.
Debra is highly experienced in subdivision and land development. There are not many subdivisions in the Franklin area that Debra has not been involved in. Debra has a sound understanding of a developments feasibility and brings enthusiasm to every project. Her attention to detail and commitment is second to none.
